Dr. Arzt was a university professor and pseudo-mad scientist. Michael Peregrine worked as his assistant while obtaining his degree, and tested all of the professor's healing weapons. When Peregrine became a Special Ops medic, the professor lets him keep his healing weapons provided he uses them for good and not evil.
The Tutorial takes place in Dr. Arzt's laboratory, where the player briefly learns the controls and then gets to test any of the weapons against dummies.
